BluRay Drive wont recognize Blu Ray Disc, yet external blu Ray in USB enclosure works...

I reinstalled Windows 7 and my internal Vaio Blu Ray drive that worked previously does not detect anything in drive when a Blu Ray is inserted. I reinstalled the OS to no avail. Numerous video tools fail, as the Disc just does not show up. Since i had refurbished this laptop myself from a scraptop of same model, i had a 2nd blu Ray drive on hand, so i put it into a USB external enclosure, and when i plug this into the laptop, ... it recognizes blu ray and will be seen by video players on the laptop. this rules out the OS being the issue, and the software. I updated the firmware on the Optiarc drive to the latest firmware.

The problematic CD/DVD/BluRay drive is an Optiarc BDROM BC-5500S the functional one is a Matshita BD-CMB UJ130AS

How can i get the Optiarc to recognize any Blu Ray disc when inserted??? I find it hard to think it's a mechanical failure as it sees and plays CDs and DVDs no problem at all.

I've already scoured the general net search results to no avail.

I managed to get it to work by rebooting twice, once with the drive out and then with the Optiarc back in. it started working after that. so bizarre. No explanation.
