My PC wouldn't boot at all ! HELP

My PC went off while I was away for about a couple of minutes. it was downloading some windows updates. I tried to turn it on, but it didn't boot at all. I disconnected the cable and reconnect it booted for about a second and shutdown immediately. When I tried to reboot again it never boots at all. Is it a hardware failure ? like the motherboard or CPU ?
BTW, there is a power button in the board itself and it lights green when the PC connected to the power.

My system specs are below:
CPU: I7 4770K OC to 4.2
CPU cooler: thermalright archon SB-E X2 dual fans
RAM: 16GB (4GB*4) Corsair Dominator Platinum (PC3 17000) DDR3 2133
MOB: MSI ATX DDR3 1333 LGA 1150 Z87-GD65
GPU: EVGA GTX780 SC
PSU: Corsair HX850
SSD1: Samsung evo 850 500GB
SSD2: Samsung evo 840 250GB
HDD1: WD black 1TB
HHD2: WD black 1TB
OS: W10 Pro

By that I mean the system could of shutdown due to an update unexpectedly.
Now with some power supply's they dont like it.

And it can often trigger one or more of the voltage protection features of the Corsair HX850 psu you have.

So first of all as a test, go to the back of your tower and switch the rocker switch on your HX850 to it`s other state.
Then turn off the power from the switch of your wall socket.
Count about ten seconds, then turn the switch back on at the wall socket.

Turn the rocker switch back to its original state, and press the power button on your case to see if it powers up.
If it does not work then I suggest you try and reset your motherboard back to it`s factory default bios...

The likely cause though is a protection circuit on the corsair has been tripped.

Still no sign of life :(
I didn't know how to rest the MOB bios, but I switched to BIOS B as the MOB has two bios in cause one faild but it didn't boot. It shows same behaviour.
How to reset the bois ?

Update: after I played with board buttons it start and reboot automatically for longer period say 5 seconds. But I can see anything in the screen. The fans run at max when it turn on but after like 5 seconds it reboot?

Update 2: the system has booted and I find out that it was because of the W10 update. But now I have another problem the system can't see the GPU and I hooked the monitor with the built-in port I don't know why the GPU fans are running at max without display anything ! Can anyone help ?
