so my friend has an optiplex 790 DT that he wants to upgrade since he can't buy a new machine
but because you can't fit anything in that case we must move the innards to another case
but the problem is, it's the DT version (slim tower) so i have no idea of the mobo size
is it standard ATX?
also does it support modern cards? he may be going for a 950 or, if he can, a 380

Going with the information you've provided, without a specific model number, Dell's Technical Guide Book states that the DT is an mATX based, quad half heighted expansion chassis which means you can populate your motherboard while on this chassis with half height GPU's if you have no bottleneck and power issues. Winding it back, to your motherboard size, you're now looking for chassis's that support mATX motherboards or at least cases that have mounting holes for mATX boards. If you're interested in keeping the same vertical height as the DT and not the width then you can look into

Corsair's 350D, 88R
Coolermaster N200
Silverstone TJ08
to name a few.

If you're into custom made cases then you can...

If you're into custom made cases then you can look into Project mATX courtesy of Jeffinslaw ;)

...though I must ask, to rid myself of concern, what sort of a system do you currently have within that Dell Optiplex 790 DT chassis? Are you also dropping cash on a new PSU alongside the GPU and chassis or is there more? What sort of an OS are you running off of now? If you've upgraded to Windows 10 then you'll need to revert to your older OS in order to make the hardware changes. As for trying to find out what hardware is inside, download CPU-Z and pass on a screen shot of each tab if you're unsure of what its specs are.

Regarding the GPU, if your PSU is sufficient(400W) and your CPU will not produce a bottleneck(quad core), you can look into half heighted GTX750Ti's that will allow your friend to game well on a single 1080p monitor or allow multi monitor multitasking without breaking the bank and the cumbersome shopping/swapping.
