Whether I'm playing an audio or video file, there is annoying lag parts in the sound in Windows Media Player. I checked and most of the time my CPU is at 17%-40% while it's happening, so surely that can't be the problem. It's seriously getting annoying since I can't even relax and listen to music without it. :/

Try playing the file with VLC player http://www.videolan.org/vlc/index.html or MPC-HC X64 https://mpc-hc.org/ and see if the audio play right.
