Battery plugged in not charging

I am running a dell inspiron 17r se 7720 with windows 10 educational on it.
Recently i formatted to windows 10 after installing a new SSD

I have gone through every step i can think of for the trouble shooting process and yet i still cant get the battery to charge via my laptop.

I work in a battery store for my first job so i tried with a known good battery and that gave no results ether. Ive tried a different power adaptor same deal no results.

Tried updating the ac power drivers in device manager as well as the Microsoft manager one.

I ran diagnostics from the bios and it said charge state was idle and my ac adaptor was unknown (it always was) and that both the new and old battery were fine. i tested each battery on my cadex machine at work and both tested fine.

TLDR i did all this
1) drivers
2)Bios
3)new battery
4) new ac adapter
5) turned it off and on (lol)
6) hard reset
7)battery cycle (external charger)

and i still cant get it to work... The last 2 things i haven't tried.

1) booting from my old HDD
2) checking the connection to the mother board.

What i need to know is am i missing something? I couldn't find resources for battery drivers on Dells website and people mention 3 devices under "battery" in the device manager but i havent seen it before.

**forgot to mention i scoured the internet and this site for solutions and found nothing

Solution
If multiple batteries and charges don't work, then it's an issue with the connection from battery to laptop. There are no drivers for the battery to charge as it should be charging when the system shut off.
