PSU fan not working. Is it faulty?

I recently have built a brand new computer. I noticed that everything was getting powered except my drives (SSD,HDD,ODD). So uninstall the power supply and remount it with the fan facing up. I turn it on and notice the fan kind of twitches and does not spin. Is it faulty? Again, everything powers up (GPU, CPU, Mobo,Fans), except the internal drives. If the fan is the issue, I still have a warranty and can get it replaced today. Thank you in advanced

Your PSU has an eco mode where the fan won't start spinning until it is under 25% load. You can turn this eco mode off and have the fan running all the time if you wish, there is a button under the modular cable connectors.

Well Im guessing the SSD is to have an operating system or something in the lines. The HDD is the hardrive and the ODD is the dvd writer so i can put the windows 10 disk in it. So basically, without these, I can't get out of bios ever.

lol, I meant like what do the drives physically do, do they spin up? make noises?

Sadly they do not. No sounds, no vibration, no LED from the dvd writer. They may be fried, Im going to a buddies house later to test them. If they work then Im going to be frustrated because it wont work on my build.

I honestly can't think of what the problem could be. They all seem to be physically connected, I would try them in another PC like you said.
