Does my CPU bottlenecks GPU?

Hello, I just build my PC three days ago and I might have a problem.

My Components:
- AMD FX 8320 (I don't have a nice cooler so I use it as stock 3.5ghz)
- Sapphire R9 380 4G (OC Edition)
- Asus M5A97 R2.0
- Kingston 8GB (4x2) 1866Mhz
- Thermaltake Smart Power 650W (600 Output)

And I have a quite old HDD 500GB SATA

My problem is, in most game like GTA V, Fallout 4, H1Z1 my FPS is always like 60-55 and suddenly it drops 30, 40. It most happens in GTA V and Fallout 4
I play those games at recommended settings.
I did a test, downloaded fraps and opened GTA V at very high settings(no msaa)
At still my FPS is solid 60 but when I move to certain areas which is crowded it drops to 30-40
I did the same test at lowest settings, there were no changes at all. Only 1 or 2 FPS increased.

Please lead me about this. I'm on very low budget right now.
 
Solution
At that resolution your CPU is bottleneck for GPU.
One thing you can do is to use VSR with newest AMD Drives and get full 1080p resolution so it will stress more GPU and less CPU and it will get you better performance.
Also try lowering Population Density to minimum to see will you get better FPS.
3 Settings make huge fps difference in GTA V:
Reflection and Post FX Quality, I Recommend High setting and MSAA takes most performance.
Shadows dont use AMD CHS.

No you CPU is not bottlenecking your GPU. If you have any problems with the GPU feel free to let me know maybe I can help you fix it. Thanks a lot for the answers, if my CPU doesn't bottlenecking, then what it could be? Could the HDD is the problem? It is very old and on the stick of HDD it says it's 7200RPM

7200RPM should be fine what temps is your CPU at with stock cooler maybe you could OC it just a bit or OC the card further? What settings are you running in GTA V? Turn all the Advanced Settings off and for shadows instead of using the AMD Shadows use Softest, let me know if that helps.

Didn't help. Also I use 1360x768 resolution because of my Monitor

According to MSI Afterburner,

MY GPU stays on 47-50 C
and CPU is 40-50 C
and the overall CPU chart is almost %100 everytime.
But there is a strange thing, GTA V says that it's just only using 2.2GB of VRam but for MSI I use 3.3GB everytime?

Thank you!

I got solid 45-50 FPS now on 1440p with VSR.
I tried all the resolutions but 1440p was the best.
But I still have a problem, even it says 45FPS there is a sudden lag or sudden fps drop or something like that and it bothers me.
