Blue screen "SYSTEM_SERVICE_EXCEPTION"

I have just got my new case, i7 4790k, new ram, new motherboard, new gpu and new power supply. They only thing im reusing from my old pc is the OS and harddrive. I put all the new parts in my case and also put the old hard drive in and when my pc starts up it will load up and after about a minute of being on it will get the error message. I cant really do any thing like go on the internet and try to download any new drivers or any thing because it will just crash and get the error message and restart. Also, at the bottom left of my screen on the desktop it says "windows 8.1 surcureboot isnt configured correctly build 9600" if i have to buy a new hard drive and a new OS i will, i would just like to know if there is a way to fix it with out spending the extra $60 for a hard drive and $90 for a new OS.

sfc /scannow

&

Dism /Online /Cleanup-Image /RestoreHealth

in admin cmd prompts ?
