Fans going to full speed after computer shuts down.

So, this is the result of a bit of an odd project of mine.

My little brother wanted to upgrade his computer which is an HP Slimline s5743w . The HP Slimline desktops are crammed inside of "Slim" cases. So the only chance of upgrading the thing was to transfer it to a larger case.

We got him a new Corsair cx500 power supply to replace the old one (110 watts), and the new case would be a NZXT Source 220.

I did the transfer successfully. Moved the entire thing out of it's slim case into the new one. After everything was hooked up I booted the computer without any issues. Everything runs fine on it. However for whatever reason, when the computer turns off (forced or naturally), all of the fans in the case and the CPU fan go to full power. It is important to note that the computer does not forcefully power down and then go to full speed. If that was the case then I know it'd have something to do with overheating.

The temporary solution has been to hit the switch on the PSU to completely cut off power to the computer after it has completely shutdown. But I am concerned that this could be damaging some component on the desktop. Power supplies were not designed to be shut on/off every time the computer is powered down.

So obviously I am hoping that someone here will have an idea why this is happening. My guess is that there is something wrong with the motherboard? Or maybe its a defective PSU?

I think that is normal.
When a pc is powered off, the motherboard has no knowledge of temperatures or fan speed control.
It runs the cpu cooler fan at the default which is max for a few seconds to insure that the cpu cools off.
Possibly, there is a bios option to modify this behavior.

FWIW, I rarely power off.
I use sleep to ram(S3) ,no hibernate.
That puts the pc in a very low power state quickly, and it takes only a couple of seconds to wake.
