Can I use a Inwin IP-S400CQ2-0 400W PSU for a EVGA Geforce GT 730 2GB GDDR5 64 bit graphics card?

Should be fine assuming the rest of the system is pretty light on power. The GT 730 uses at most 50W of power, so that's about 4 amps on the +12V. That PSU offers 18A. Ideally you'd want to keep the PSU under the 18A, so figure you don't want to go over about 14A total. That should mean if your system uses less than 10A @ 12V (120W) it should be OK. Since the bulk of that is your CPU, it should be fine with any <= 90W CPU.
