Frequent Lag Spikes

Recently I've purchased a new gaming laptop.

Here are the specs:
Processor: Intel(R) Core(TM) i5-4210U CPU @ 1.70GHz
Display Drivers: Intel(R) HD Graphics Family & NVIDIA GeForce GTX 860M
Disk Drive: WDC WD10SPCX-75KHST0
OS: Windows 10

Whenever I do basic tasks, I notice a lag spike. For example. Once I load up my laptop and press the start menu it always takes along time to load up, then I try it again and it's instant. Same for right clicking on the desktop. Furthermore whilst playing games. Such as Minecraft & Battlefield4. They all run at a playable framerate but I'm always combating lag spikes to the point it makes it unplayable. Is there any way you could help me? Any guidance would be appreciated.

Solution
I'd start with a clean Windows setup, make sure all drivers are installed and run the tests on wall power as battery mode will mess up any tests. Very likely you have some software running in the background that uses up CPU for it, causing the small lag, a clean Windows setup will make sure that is out of the equation for further troubleshooting.
