I turned on EPU power save mode in bios and now i can no longer get a video signal from my PC

Hi guys, I was experiencing some problems with my power supply and intermittent shutdowns today, so I was an BIOS and turned on EPU power save mode, When I tried to change setting and reset, it also told me that USB controller startup had been changed to limited, I assumed that this was part of the power save. Upon restart I now get no video signal at all to my monitor, not even in boot. I cant hear anything, or tell if anything is happening on the screen, but all the fans are spinning and the computer is on, I assumed that it was my GPU (as I said it was already having problems) but now I have taken out the GPU and connected to the motherboards video output and it still doesn't work.

things I have tried:
- reseating the GPU : this caused the vga LED in my mobo to stay lit red, no signal still
- different cable: no change I have tried cables of the same type and other inputs, nothing works
- powercycling pc: did not work.

I now have the PC with the graphics card removed, it is on but there is no video signal, the monitor is connected to the motherboards DVI port.

GPU msi NVidia GeForce gtx 960
MoBo not sure of the exact model but it is asus
CPU intel core i5 4430
PSU 500w corsair (not sure exact model)
RAM 2x4bg Kingston genesis


Update: I have solved the problem by clearing CMOS
