Trying to format New 4TB HD into NTFS but ends up as Raw

Hi, I've got a new 4TB HD in my usb enclosure connect to a surface pro 4.

My surface can view the 4tb but after formatting into NTFS, the HD ends up being in Raw format instead.

I tried splitting it into two partitions but they both show up as raw as well. I've deleted and reformatted many times but the hd always ends up in raw format.

I used an old dock and I could only see 1.7TB of the 4TB but could easily format that 1.7TB into NTFS. This shows that at least the hard disk is working.

I am assuming the old dock only supports up to 2TB but the new dock says it supports 4TB on the box.

I used testdisk and it says: bad ending head chs and lba don't match.

Any other way to force format it into ntfs? Why does it default into raw everytime I format?

Unfortunately, it seems like your new HDD could be faulty. I'd strongly recommend you to contact the manufacturer's customer support and send an RMA to get a replacement from them. This error is most probably due to physical/internal hardware damage. There's no way to fix such failure by yourself.
Since the drive is relatively new, it should still be covered by the warranty.
