Need an inexpensive router than has a built in QoS system to balance bandwidth between devices

Hello, I recently have had several people in my house using significant amounts of bandwidth via streaming YouTube and playing online games (on websites not in game multiplayer). As the owner of the router and internet connection, I feel as though I have the right to limit the bandwidth of users so they do not excessively use the bandwidth we have (around 6.3 mbps) and when they are online streaming and doing whatever they do I get around 400 ping in my games, so consequently they are rendered unplayable. I get around 70 when they are not online. I wish to limit the bandwidth to around 100kb/s for each user to make it useable for them but also for me as I am a passionate gamer. I am asking you to help me find the cheapest router possible that will help me to maximise my bandwidth potential from the ISP and also has a QoS system so that I can balance the bandwidth fairly given our requirements. I get 0.3mbps free for counter strike, enough said... I currently use a Technicolor tg582n and it works so they're the compatibility requirements I guess, I know very little about routers so a router that has the same connections would be ideal. Okay everyone else is connected via wireless and I have 2 powerline adapters which have done wonders in the past (I used to get 11.4mbps) there was a problem with the line and we had no internet for 2 months (it was painful!) and when it came back we had 6.3mbps as we do now, not sure why it dropped so much but there we are. I am connected through powerline adapters which I will post below:

What speed do you pay for with the ISP? What type of service is it? Cable, DSL, other?

I will have to check all that info as I can't remember off the top of my head, I will get back to you in 24 hours as I am not home at the moment, not sure if it's cable or DSL I don't know the difference to be honest... As I said I have very limited knowledge here.

QoS is typically hard. There are some easy implementations of it that are braindead easy, but they're not as popular because they're relatively new.

Look for a router that supports OpenWRT and has enough flash storage to use "fq_Codel"(the flash image with fq_codel is larger and needs more storage). It's a set and forget QoS like queue management. The only thing that needs to be configured, once it's enabled, is to set your total upload and download bandwidth. You need to set your bandwidth less than what your ISP actually provides you. How much less depends on how stable your bandwidth is.

This looks good, but I have another idea on how to do this. Do any of you know a clientside (on the computer) software, .exe or .cfg file I could use to limit the bandwidth of a user to 50kb/s without them knowing e.g. a console command running on startup
