Upgrading Motherboard/CPU and Windows 8.1

I'm getting a new motherboard and CPU this Christmas (I'm going from AMD to Intel basically) and this is my first time installing a new motherboard into a computer that's not a fresh build and I have my concerns.

I heard some things about some versions of Windows being tied to the motherboard and basically considering a motherboard change a brand new computer. Is this true? For 8.1 will I have to get a whole new OS or will I be fine with installing a new motherboard and reinstalling Windows on it? (Not entirely sure if I need to reinstall Windows either).

Also will upgrading to Windows 10 before changing out my motherboard be better? Will I still be able to upgrade to Windows 10 for free afterwards?

I don't know what I should do about these things.

It will not work when you try it. I've seen people saying that they called the support, explained the situation and got their windows activated on the new mobo.

You're right, the license is tied to the mobo, however you should be able to get it activated on the new mobo via microsoft support (better phone than chat). And yes you should be able to upgrade after (after you got 8.1 activated by microsoft) as long as you do it before the deadline (don't remember the date).

I read that they considered a new motherboard an entirely new computer though. So when I put in my new motherboard, I reinstall windows with my 8.1 disc, see if the activation code works, and then if it doesn't I basically call MS support and tell them that I got a new motherboard for my system and they will activate it for my new motherboard? (Sorry, just clarifying. I'm kinda worried about this whole thing)
