Xbox One / PS4 equivalent - GTX 750 Ti or GTX 960

Let me start by saying that I've never so much as researched gaming PCs before now, so forgive my lack of knowledge!

I'm looking to produce a gaming PC (Desktop) that is essentially equivalent to and Xbox One / PS4. I mostly play open world RPGs (major Skyrim addict here!) and strategy games (both RTS and turn based). I'd really like to be able to run games like Fallout 4 smoothly at the graphics level I would get from one of the consoles. I'm currently looking at this PC (hyperlink) which has the following specs:

CPU: FX-6350
GPU: Nvidia GTX 750Ti
RAM: 8GB DDR3 1600MHz
HDD: Seagate 1TB 7200rpm ST1000DM003
OS: Windows 7 / 10 (see further down in question)

How does this compare to the consoles, and how good is it for the price? I'm not really interested in playing games on Ultra settings (although of course that would be nice!) - my main priority is simply being able to play any game that comes out for the consoles, and as such if the above build is significantly better in any area than the consoles what would it be worth replacing it with to save me some money?

I noticed that the CPU and RAM seem a bit better than the GPU in that build, so I was wondering how much difference the extra £40 for a GTX 960 would make.

My final question is whether Windows 7 would run games just as well as Windows 10 or whether I should pay out extra for a copy of that?

Ultimately the holy grail for me would be a PC that performs like a console and is priced like a console. If this is an impossible goal I can go over the ~£300, but that's the target.

EDIT: I'm not looking to buy for just short of a year, so if there are any new hardware releases then I could wait for them too.

Well, pretty much anything will out power a console. They use generic versions of AMD's Jaguar APUs ((unless I'm thinking of the previous generation)), which have both CPU and GPU cores. Most of the games you play on console have a resolution of 720p, so playing on a PC at 1080p, you will lose a bit of performance while gaining quality. Fallout 4 does run at 1080p natively on console, but I don't know how the graphics settings themselves are optimised for the game ((AA, anisotropic filtering, texture/shadow/decal/lighting/godrays quality and view distances)). However, fallout 4 will detect your hardware((as will most games on PC)), determine which settings are best for you, and you can tweak them afterwards. For which one, I would...

For which one, I would recommend the 960 because it basically performs twice as well as the 750ti. As for the OS, you can just buy windows 7 and upgrade to windows 10 for free if you are able to do it before July-August of the coming year. You will definitely want an aftermarket cooler, instead of the stock one. The one I have and use is the Enermax ETS-N30-HE, and it performs quite well. I have it on a 4690k at 4.0GHz and it keeps it at about 25-30C when idle, and I haven't seen it hit 50C under load yet. I have to ask though, where are you seeing the £300 mark? I looked at the link and the price was closer to £400 for the PC.

The £300 mark is for the consoles not the computer in the link I'm afraid. Since I don't really know what the PC equivalent of a console is I just picked that one because it had good reviews. How would you say it (with the 960) would run modern games like Fallout 4?

The 6350 and 960 should get you around 40-60 FPS on ultra consistently from the benchmarks I looked at. 750Ti should deliver about the same frame rate while on high settings.

heads up: the consoles run fallout 4 at the equivalent of PC's max setting. the only difference is the consoles have a teeny bit worse texture and anisotropic filtering. The also have a lower sraw distance and are capped at 30fps.
