Need help in identifying problem of CPU/GPU/PSU

When i play games, e.g Dota2 and skyforge, i noticed that my FPS in-game drops to low amounts for a split second and it goes back to normal. i monitored my GPU and CPU usage, and the results shows that, whenever the spike happens, my CPU usage would hit higher % but my GPU usage drops to 0% & when this occurs, the VDDC of my PSU would also drop to 0. i've tried increasing allowance for the vddc, changed a few bios settings to reduce "energy saving" but to no avail, spikes are still occurring and i am not sure which component's are faulty.
i do not overclock my components and temperatures are always fine @ 65c and below.

CPU : i5-3570k @3.4ghz (used for around 2.5 years)
GPU : Sapphire R9-280X Tri-X ( 10 months )
PSU : Corsair TX750m ( 2.5 years)

side note: whenever i switch on a table fan in my room that's sharing the same wall socket as my rig, my monitor blacks out for 1sec or so, didn't occur when i was using GTX 650 a year back.
