msi motherboard update problems

i bought a msi r9 390 a few weeks ago. popped it in and all i saw was a blank screen. i took out the 390 and put the card into my brothers rig and it worked fine. so i thought it was my psu didnt have enough power. so i went out n bought a new one. the be quite 750w dark power pro 11. i installed it and installed the 390 and still all i saw was a blank screen on my display. i did some reading and ppl suggest that it might just be that my bois where out of date.

i checked if my bios on my mb where out of date and they were. my mb is a:

msi p67a-g43 (b3)

i went to msi support page, found my mb and downloaded their bios update. i followed the instructions unziped it and saved it onto a usb flash stick as a little popped up screen instructed me to do. i ran the file and once it was done, it restarted my pc.

this is were the issued started to arise. once my pc booted up, it couldnt get pass the windows screen, the windows logo would start and in the middle of it, the pc would reset and do it all over again. i can access my bios. at first i thought it was my boot priority, cuz it was set to boot from the usb flash stick first, so i changed it to my SSD as first priority boot. saved changes and exited it. same thing happened. boot went as far as the windowos logo and and half way thur it woud reset. i tired running in safe mode, would not let me run it in safe mode.

im not sure what to do now..any help would be greatly appreciated
