REVISED**Hero viii PCie is at x8 instead of x16 HELP

Ive built a new computer and when I checked some things ive found my card is at x8 instead of x16. The graphics card is in the correct location and I cant seen to figure this out. Furthermore when I put the second 980ti they ran at x8 and x4.

Also in bios under peg port config it shows

pciex16/x8_1 - x8 (greyed out cant change)

According to Intel, the i7-6700K only has 16 PCIe lanes: http://ark.intel.com/products/88195/Intel-Core-i7-6700K-Processor-8M-Cache-up-to-4_20-GHz
I suspect you have other devices using some of those lanes. Are you using a M.2 device? That works off the PCIe buss as well.
Is there any place in BIOS where you can disable unused interfaces that may be using the rest of the lanes. Like the 3rd x4 slot?

Ah I didn't realize the cpu itself allowed only x16. I figured since it was a brand new cpu it would have more or at least 20. And yes I'm running m.2 which explains everything. Thanks

Unless you are using the M.2 drive as your boot drive, you could remove it temporarily and verify that is indeed the case.
