A few articles on the subject from a quick Google search.
In the rarified air of very high end system builders, I would be doing a lot more research than just asking on Tom's.
Warranty and reliability should be a big part of a decision to spend that kind of money.

Call a few of the builders listed in the articles. Personally I would lean towards the ones who had a live person to talk to that could help me...

Digital Storm makes high performance gaming rigs in quite a broad range of prices, $1500 USD to... as much as you want to spend really.
And do beautiful work.

If I won the lottery that is who I would call and say "go nuts"

"Best" is a pretty subjective term. If you want a $3000 paint job, Falcon Northwest used to make gorgeous stuff, haven't checked recently.

But for price/performance/reliability/warranty?
Digital Storm.

Building your own multi gpu custom liquid cooling loop is not for everyone......
the OP asked about "high power" amd "pre-built"

Perhaps if he added in a budget dollar amount, better answers would be forthcoming.

If he is looking at all the $1000 ish dollar "gaming" pc's on the market, then yes, building his own would be far superior.
If he is in the market for a true high performance rig in the $3000 plus bracket, with two or 3 video cards and a massively overclocked cpu, then a custom loop rig from a top shelf builder is not a bad way to go.

I was looking for something that has ram, cpu, and gpu cooling. My budget is above $5000, but can go up. I looked into building a pc, but I want someone to overclock the ram, gpu, and cpu. This computer is for large amounts of rendering, heavy gaming, and Adobe. I heard Puget Systems, Ironside, and Digital Storm were good. DO NOT CALCULATE COST WHEN TELLING WHO MAKE THE BEST.

Seriously, call Digital Storm and let us know how that goes. It would be interesting to hear.
