Nvidia EVGA Geforce GT 620 not working with Dell Inspiron 530 (Windows 7, 32-bit)

We are trying to install a the new graphics card (See title) into the computer. When we install it and run it with a monitor plugged into the card it will not load anything on the screen. When we plug a monitor into the default VGA slot of the computer, it will launch but the card will tell us that the monitor is not plugged in right, and it starts with a beep, but we can use the computer. In the BIOS we have set it to load the PCIe slot. We have tried to install the EVGA windows 7 32-bit drivers for the Geforce 600 series but it does not let us onto the computer. We appreciate any suggestions, or if there is incompatibilities that we have overseen.
 
Just need to verify you did all these steps before anything else:

1) Insterted the GT 620 card into the PCIex16 slot on the motherboard
2) Screwed in the screw to lock the card into place
3) Plugged (if the card requires one, which I doubt it does) a power cable into the graphics card from the power supply
4) Plugged the video cable into the graphics card
5) Booted the PC
