Hi, I'm a Canadian film editor looking to build a solid rig to do 4K video editing in Adobe Premiere. My budget's about $1,200-$1,300 CAD, this is the build I've got so far, and I'd appreciate any suggestions or advice you might have. Thank you!

I would go with the 5820k CPU the Cores will be needed plus use a closed loop CPU cooler and overclock it a little. I would also suggest an x99 build. It's nice to have the DDR4 and The 6 cores on the 5820k is a must for 4k rendering.
I edit Red footage on an 8 core 5960x overclocked to 4.4ghz. Trust me I would take more cores if I could. The Crucial Ballistix 2133 series ram is also good get a 32gb kit.
 
LGA2011-3 gives you a whole ton of cores. And instead of i7 or GTX 970, I would suggest Quadro cards, since if you're a professional filmmaker the real-time rendering in Premiere Pro helps a lot.
