Low FPS on game After Graphics Card Driver Update.

Hey Guys, In the last couple of weeks I have been getting less FPS Because of a driver update for my graphics card (MSI Radeon 280 3G) update. This all started when I wanted to play the Tom Clancy's Rainbow 6 Siege beta before it was over. When I launched the game I noticed there was a warning messsage on my screen saying that needed to update the graphics card driver for this game in order to get good performance. I decided to disreguard that message because I just wanted to play the game. When I was playing the game the textures looked very glitchy. However after updating the graphics and restarting my computer I did not feel like playing the game because I was so tired that Sunday night. The next night when I went to go and play the game War Thunder and Battlefield 4 I started geting very low FPS (20-30, 60 max) even though I usaully get about 100+ FPS in both those games. When I lowered to my graphics settings to medium in War Thunder I got more FPS. I would still like to run them in the highest settings again and the same FPS. I tried uninstalling and re-installing the driver using the Windows control panel, Revo Uninstaller, and AMD clean up utility. I also ran chkdsk /f
and sfc /scannow in command prompt. I used windows update to update my computer but agains to no avail. I used Furmark to test my GPU and it seemed fine during that test. I also played the games and monitored the GPU usage and temperature using MSI Afterburner which is power by Riva Tuning Statistics Server and I found out that when I play those two games mentioned above they are only using about 20 to 30 percent of my graphics card and the temperature is about 104 degrees fahrenheit or 40 degrees Celsius. I even went around my computer I deleted the AMD folders and temp folders in C:\ProgramFiles(x86)\, C:\ProgramFiles, C:\Users\MYNAME\AppData\Roaming\, C:\Users\MYNAME\AppData\LocalLow\, and the system registry. Finally I tried deleting applications that are related to my graphics card and ones that I thought were causing the problem as well, this did not work either. I can and will provide more information if needed. I hope the information that I provided above is sufficient for you to help me fix the problem. Thanks and Merry Christmas to all.
