Either monitor or USB Ports (Keyboard and mouse) work but not both

So just recently when I boot up my PC the USB ports do not work so I cannot log on or access anything because my keyboard and mouse are both USB. When I unplug the monitor and plug in the mouse and keyboard and restart the computer the keyboard and mouse work but then when I plug back in the monitor it will not work.
 
Sounds like hardware failure, perhaps even power supply failure. If you have a graphics card and CPU that supports internal graphics, try booting using only internal graphics. If that works, try running something like SuperPi and Furmark until your CPU and GPU are both at max power. If it crashes at any point, you probably have major hardware failure.

If the "boot up" actually meant you can see the log-in screen, then there's other issues at play, and you'll need to check safe mode to see if there's system corruption. If keyboard doesn't work on safe mode, it might be mobo related or you will need to reinstall windows.

Yes when it botted up I am able to access the log in screen but I cannot log in because while the monitor is plugged in and working for me to see the log in screen the keyboard and mouse do not work.
