Frequent fps drops while playing CS 1.6.

When I am playing Counter Strike 1.6 with my new i5 4440 and Intel Hd graphics 4600 I get frequent fps drops from 100 to 82,81. This is happening recently. I used to play with constatnt 100 fps. My cpu an gpu usage are also very low like always (CPU=29% ,GPU=16%). My power option is Balanced as before. My temps are also very low (40 C). Can anyone explain why is this happening? I am very much worried. No other games harrass me like this. I am a non steamer.
Please help!!!

I know my set up is an overkill for CS 1.6. Even at lower resolutions I am getting this fps drops with a GPU usage of only 7%. I didn't change any settings. So is this an ingame issue or my CPU and IGPU is failing?? Please help me

The cpu is overkill, but the igpu might not powerful enough. I know its a old game, but igpu is very weak. Get this gpu. It will fix your problems.

But really, 80 fps is not low by any standards.

Thank U for your answer. I am definitely going to buy a new GPU. But my worry is that I played this game with 100 fps offline but now its dropping to 80fps. I have heard that IGPU doesn't wear down. So is something wrong in some ingame files??

I'm not sure, because I don't play that game. My guess is that its the game. You heard right, IGPU does not wear. Neither does a cpu or gpu for that matter.
