GPU Screen lines and missing textures

So here's the whole thing summed up - I went away for 3-4 months and my computer was only used for web browsing during that time when I came back I had to clean it up because it was overheating. Then I decided to install win 10 and updated to the new amd crimson.

After I cleaned it I figured the temps were fine so I decided to OC it a bit so I got the CPU (phenom II 945) to 3.7ghz and I upped the GPU (R7 250x 1GB DDR5) to 1100 core and 1300 memory through the amd overdrive and I put the power to +10%.(still get the problems when I reset the GPU to stock)

Now my problem is that when I start watching videos I get random horizontal lines just appear for like a fraction of a second (the videos sometimes freeze for like a second but that might be unrelated) also in games like WOT I get random missing textures on the ground like big black spots and in Armored Warfare I get UI flickers and also some texture problems.
I also monitored the VRAM cuz I thought it might be that and it is getting up to like 990MB BUT I thought that if U didn't have enough VRAM ur game would just tank to like 2-3 fps not have texture and UI problems ?

The temps on both the CPU and GPU were fine as far as I know CPU 67-68 max and GPU 76-77 max - I think those are fairly ok ( not great but still fine ).

I am also wondering what happens if U run ur pc for an extended amount of time with an unstable OC on the GPU or CPU will it damage them permanently or will it just be annoying and crash and not work properly until you reset it or get a good OC and then it will work as if nothing happned ?
Oh and can a bad CPU OC cause screen lines ?

My best guess is that it might be something to do with the crimson driver/win 10 or (maybe my VRAM is going bad but I hope that's not the case).
If anyone could also give me a link to DL the last catalyst driver before the crimson " improvement " I couldn't find a link to it anywhere.

Would be much appreciated if anyone could help me fix this !

Overclocking can easily cause graphic glitches, and if they happen it can remain due to failed hardware after the overclock. But both Windows 10 and the Crimson drivers have issues, so first thing you should do is test the card in another system or install Windows 7 on yours with the older drivers. You can get the older drivers from AMD, not sure where you were looking that you could not find them, they have a lot of versions for download.
