GTX 970 Games are lagging/stuttering.

So I've had my 970 for a while now and when I first got it everything was great, could run games just fine. But after a while, and I'm not sure what caused it, but my FPS is having problems.
As far as I'm aware I should be able to run games like Far Cry 4 on High at least, but even that's having problems (used to be able to run it on Ultra at 60 FPS).

My main concern is CS:GO, I was able to play that at perfect FPS, beyond 200. Now it stays around 190-270 but every now and then my FPS will just drop to 20-30 and raise again, which in a game like CS causes me massive amounts of problems. I've updated all my drivers, removed my old GPU drivers completely (Like I said it used to work fine). The only problem I can think of is when I upgraded from Windows 7 to Windows 10, I then downgraded back to Windows 7 (I'm back on Windows 10 now to see if that would solve the issue, apparently not) but again I'm not sure as I am unaware as to when this problem occurred.
Any ideas? P.s I want to try my best to avoid a fresh install of OS as I don't believe that's the issue . I think my problem lies in a software or settings problem.

GPU: Nvidia GeForce GTX 970 (MSI)
CPU: AMD FX-8350 8-Core Processor
Motherboard: ASUSTeK M5A78L-M/USB3
RAM: 8GB DDR3 (Single chip)

As a side note I have friends with PCs worst than mine that are able to run the game perfectly. (The games still have good frames they just seem to stutter, higher end games especially.) For example Far Cry 4 on High will give me like 70 FPS but it stutters to like 20-30 more often than CS:GO does. CS:GO will be on max settings at 200+ FPS but stutter every now and then to 20-30. It's the stuttering that is the issue).

Of course it can be a problem with drivers updates, also you should check the temperatures of your boards (motherboard, video board) to discard a possible problem with heat increase.

I haven't heard of any problems with the most recent drivers from anywhere else. Whilst playing CS my CPU temp was around 60-65 degrees Celsius, how can I check GPU temp?

The IDLE temperature can give to you an overview of the whole situation. But also you must check the temperature on load, what means you must be playing to have the real load temperature.

Without loading up a game my GPU sits at 44 degrees C. Is that what you mean by idle?
