Graphic driver bugging display and preventing boot.

Hello guys, i need help. I tried fixing this alone but couldn't find the problem, so i came in search of help.

It started a month ago, my computer was slow and took too much time to boot, i used windows 7 at that time. So i decided to format it and upgrade to windows 10. Everything was going fine i successfully installed it, used for 2 or 3 days, and when i was playing League of legends suddenly the screen froze and blacked out (it happened a few times before upgrading, but very rarely and didn't completly broke the boot) and i had to restart manually, then at windows startup the video was distorted with display bugs(random colored horizontal lines) but i could still move the cursor and put my password, but as soon as i entered my password it froze.

I reinstalled windows 10, the same problem happened. I checked the hardware, didn't find the problem, cleanead my video card and replugged it, i installed windows 7 again and the problem happened after the installation of my video driver. I deleted the driver in safe mode and windows started working again. Now everytime i install the video driver for my video card the problem comes back. I tried the latest driver, the cd driver and older drivers but nothing seems to work. Is my video card dead? or the driver is bugged? i don't know how to fix this. Any help would be apreciated.

Video Card: Radeon 7800 HD Series

Mother Board: ASUS 1155 P8Z77-V LX2

CPU: Intel Core i5 3570 LgA1155 3.4 GHZ/6MB

Solution
This is not a driver issue since it's happening after a clean setup of Windows. Most likely the video card is bad, or the power supply. Test the card in another system that can run it, if issue follows the card you have your answer.

I believe that you need delete the driver from your Pc.
I had a similar problem so I was having the same glitches. I took out my Video Card and everything worked perfectly.

I am not an expert but I hope it helps!
