Simple Questions. HDMI graphics card improve on VGA computer?

I'm sorry if I am breaking any rules or this is in the wrong location.

For Christmas, we have bought my dad an LG 34" Ultrawide. The cheaper 2560/1080 version.
He has a generic probably 5-8 years old Dell Desktop. I believe it is a slim model. It only has VGA output.

I bought a VGA to HDMI active converter. It all works (tested it), but only displays at 1920/1080. I knew this going in but bought the converter so that he could use it right away and because I was hoping the drop in quality wasn't too bad.

So my question is, would buying a graphics card with an HDMI output allow it to display at its recommended 2560/1080 resolution or is the computer just not capable of pushing that many pixels?

If this option will work, what's a good low end card to get. He does nothing intensive. Just documents and browsing. I was thinking of this:

As long as the HDMI revision in the card is 1.3, it will run at that resolution. You'd want to read the spec sheet on the card or check with the vendor.
If you get a video card, what the computer can do is not really in play there, the only issue may be some lag with HD sources with low ram and a slow CPU. A system about 5 years old should be able to run HD content easily though. A 5450 is plenty to just display video, and will likely run on the stock Dell power supply where the 730 may not.

I'm sorry, what does your first sentence mean? Specifically: "computer can do is not really play in there"

It is a Dell Vostro 220s (slim)
Shipped with Vista, currently running 7
4GB RAM
Intel Core 2 Duo CPU @3.00GHz

So it is a slim, what are the expansion slots called in a slim? I believe the 730 and 5450 are both for full sized towers?

Please correct me if I'm wrong but what I got from your post is a card with an HDMI output will allow the computer to push a resolution of 2560x1080? Longshot but do you have any recommendations for a weak card that will work in a slim? Similar to the 5450.

Newegg claims it has
1 x PCI Express x16 (Low Profile)
1 x PCI Express x1 (Low Profile)
2 x PCI (Low Profile)

So it seems the name for slim cards is (low profile)
This means that the 5450 probably works.
Is the 5450 what you would go for in my case?
Will it allow the monitor to run at 2560x1080
Your help is very appreciated
