I got msi afterburner on the laptop but the afterberner can only make changes to the gpu .I have tried almost all CPU overclocking utilities but they do not work.

You can't run overclocking capable CPUs on most laptop. Some ultra high end ones you can, but on laptops you trade power for portability and vice versa. And most laptops usually have locked processors so running programs like MSI Afterburner on laptops is pretty pointless.
