Is my stock i7 4790k showing correct clocks Out-Of-The-Box?

Hey guys.

Just looking into overclocking my new'ish PC, both CPU and GPU so went and downloaded a few programs to help do so, also some bench's to test stability. (MSI Afterburner GPU-Z, 3D Mark, CPU-Z & AIDA64)

I ran CPU-Z and it is showing this:

Am I correct in thinking that my processor is currently running at 4.3GHz on the base? I'm not sure what my boost clock speed is or may differ than the 4.4GHz it's meant to.
Maybe I'm running 4.3 on the base and 4.4 on the boost?

Also, I've heard that some others that have had Devils Canyons and checked their Voltage, that they are sometime running slightly more than what should be stock, or that this may jut be a motherboard/BIOS issue. Possibly an update required maybe?

Just wanted to check these readings with some more experienced users before I start tinkering with the thing.
