So I checked and i've seen similar issues but not quite the same problem that I have. On boot my pc errors out, no beeps. The error that pops is cpu fan, in the bios the fan comes up NA, I let it idle for 30 minutes and the temp dropped from 35 to 32 celsius (normal idle for fx6300). When I go into advanced settings I see the fan switches from na to about 18rpm. I popped the case and can confirm that its spinning at what appears to be normal speeds. My build is about 2 years old and the issue just came up yesterday, I've currently set it to ignore, thoughts?

Just get a new cooler, or it could be that the speed sensor has died or something. you what, Keep the case open and play a game or put the CPU under load, then see if the fan starts spinning faster. IF it spins faster that means its working. But then close the heavy app and see if the fan slows down again, if it slows down, that means its working :)
