Why am I getting frame drops with GTA V?

I have a GTX 960 4GB and an Intel i5 4690K with 8 GB Gaming Ram.

During the steam download, my computer froze twice and this is a problem with many people. Could that have made the game corrupt and that leads to the frame drops?

I don't know PC too well but I'm seriously regretting that I made the switch. I don't know about the graphics options but I changed all the graphics like particle or water quality to normal but that didn't do the trick.

Any tips? Maybe my resolution is too high (1600*900) and I think my monitor goes up to 1080P only but 1600*900 works great for Black Ops 3.

Please help :/.

These Stutters/Hiccups are occurring due to low transfer rate of the HDD. I had a 4GB RAM too, so it stuttered like hell, but gave always 40+ FPS, but I got the solution

SOLUTION:

Warning: Please backup before editing.

Edit the "settings.xml" present in Docments\Rockstar Games\GTA V with any text editor and set the values as shown.

LodScale value="-0.500000"
PedLodBias value="-0.500000"
VehicleLodBias value="-0.500000">
CityDensity value="-0.400000"

Now Save & Play the game.

You can play with the values & set whatever suits you best.
