Question on Computer in General

I am currently running a PC with:
- AMD Athlon X4 760K Quad-Core
- MSI GTX 960 4 gb
- MSI FM2-A75MA-E35 Motherboard
- 8 GB of Ram
- 500 GB of Caviar Blue
- Corsair RM650 PSU

I am wondering why my GPU is not performing like I thought it would?
I looked up online if my CPU was bottlenecking the GTX 960 but people said it wasn't or it would very little. When i play GTA V on High Graphics at 1080p, I would get 30-50 fps online. I thought the GTX 960 could play it on Very High at 60 fps? Are my drivers out of date? Both my CPU and GPU are apparently up to date when I checked but could it be my mother board? Someone please tell me why my computer isn't running the way I expected.
 
Solution
The 760k is a fairly decent budget processor, but it falls behind in modern games.
A processor upgrade would increase FPS, but more importantly would give you a better upgrade path.

Do you think that upgrading to an i5 4690k will increase my FPS drastically?

I dont think a processor upgrade is required at this point. 760k should get the work done without much issues. You can always check your GPU usage in game with MSI afterburner, it displays your CPU and GPU usage.
In most cases your GPU usage should be in 90s. This should give you an idea of if you are having a GPU bottleneck or not.

I ran Rust and OCed my GPU to 100 Core Memory and I got around 70-80% Usage and my CPU stayed at around 50-60
