I need help determining whether my CPU or the BIOS on my new computer is broken.

Hi, I've recently purchased all the components necessary to build a mini itx PC. After building it, I installed windows 10 and the required drivers, etc. It was all working fine. I noticed one of the apps from gigabyte that came with my motherboard dvd was @bios. I flashed it successfully and restarted my computer a few times to make sure nothing was wrong. I then noticed that I could change the standard boot logo for the motherboard. Thinking that it'd be kinda cool, I tried this and since that my computer will no longer boot.

I've tried clearing the BIOS and the CMOS and leaving it overnight, removing everything but the cpu, ram and psu, taking out everything but the cpu and psu, etc and I've come to the conclusion that the problem is most likely my motherboard or potentially the cpu. When the computer is powered on, the system fans which are connected straight to the psu turn on, but no video is displayed. When the ram is removed, the system speaker makes long, repetitive beeps.

I'm worried that there may have been residual power within the pc when I cleared the CMOS, which could have potentially zapped it out? I'm running out of ideas and need some more expert advice.

PC specs:
CPU: i5 6500
MOBO: Gigabyte Z170N-WiFi
RAM: 8GB corsair vengeance lpx
HDD: 128GB samsun ssd
GPU: Asus strix 960 4gb
PSU: Corsair CS650W

Thanks in advance.

It's more likely the motherboard than the CPU. The CPU is pretty much the last thing to suspect is the issue in most cases. The fact that the motherboard beeps with no RAM does show that the motherboard is somewhat working though. It may also be the power supply, Corsair overall is a very middle quality brand, leaning towards the lower 50% in many models, with a few good ones. If you have a power supply you can borrow try that first before replacing motherboard.

I've tried using another power supply that I know works and nothing changed.
I'm pretty sure it's narrowed down to either the CPU or the motherboard, but leaning more towards the latter...
If the CPU was at fault, would some video be displayed on screen, or would a broken motherboard prevent this from happening anyway?
I am going to see if I can post the motherboard back to the store I bought it from and get it checked and possibly replaced. Would it be worthwhile sending the CPU and maybe the RAM with it to make sure those aren't the problem?

Did you talk to Gigabyte support about the issue since it happened after you changed the boot logo? If that was a stock option and the issue happened right after that, they may be able to troubleshoot and maybe get you a fix.
