EVGA GeForce GTX 970 Super Clocked won't go over 100% with overclocking?

If there's an option for max power consumption (I know there is on my ASUS card) then you need to raise that accordingly or else it won't draw extra power.

Ok, first...what are you looking at that won't go above 100%? Utilization? It'll NEVER go above 100%. TDP? Power limit?
Power limits and TDP are relative to the card that you're using. Those settings are in the bios files, and are set completely different from one type of 970 to another. Having a GPU that will run overclocks like that, without it going above 100% of the power limit, is actually a good thing..... If it's utilization, you'll need to look at GPU / CPU usage, temps, and what you're using to stress it.
