Which System is Best

Im building a desktop pc and i am wondering which one of the following two is better. Im open to suggestions on new builds but keep in mind that my budget is 1350 canadian including os and taxes.

The AMD is a better gamer right out of the box , but its getting to be an end of life product with new processors next year . And DDR3 is rapidly being replaced by DDR4
The intel build is a mismatch between mb and and processor since the board cannot OC .

You don't need the extra fan. Also, you want 2x4g ram. not 1x8. You want dual channel, single channel is slow.
