One of two GPU fans is not spinning unless started manually

Hi,

I've got nvidia gtx 770 msi twin frozr.

Recently I've noticed that my PC was a lot louder than usual. I was curious what might the problem be and I opened the PC and found out that one of two GPU fans wasn't spinning, so i started the non spinning one with my finger and it started spinning right away and the loudness went away. Last time this happened was one month ago, and I thought it was just a one time thing, but looks like it's not...

Is there something I can do to fix it or maybe it's time to upgrade the GPU?

Sure but just make sure you have the pc shut off disconnected and make sure the compressor is not spraying water out as well some do ... I use a compressor all the time its better and cheaper then can air.
Fan stoppage is usually either dust/dirt obstructing the fan movement or a bearing failure. If it is still under warranty, contact the manufacturer for a replacement. MSI is pretty good about standing behind their products.

If it isn't under warranty, you can replace the cooler yourself if you have the tools and a clean, static resistant place to work on the GPU.

Can I blow the dust/dirt out with an air compressor?

Not sure what an air compressor is, but you can pick up a can of compressed air and use that to clean out your GPU
 
You can use an air compressor. I use a small shop vac with the hose inserted into the exhaust port on the unit, but not all shop vacs have this feature. Keep in mind if you live in a humid climate, using an air compressor or shop vac may cause a little moisture to blow out of the hose, so you may want to take out the GPU and wait for a less humid day or make sure your air conditioner is working well to pull moisture out of the room.

A can of compressed air is probably the safer route.
