HELP Radeon 5850 suddenly running slow

Hey guys, I've been having a lot of trouble with extra low fps for higher graphic games around 8 or 9 months ago. I gave up on it for awhile since I got a xbox, but it still frustrates me how to fix this problem It's kind of become my last minute resolution for 2015. I basically only play league on my computer now if it's gaming.

Though I used to be able to run COD:AV at medium/high settings and games like skyrim at highest. Now these game run a super low fps making it unplayable (a conversation that should take 5 seconds ends up taking 5 minutes now!). Even toying with the settings makes a pretty nominal difference

solutions I have attempted:
1. Dusted every component in the case, then reseated GPU and RAM
2. Reinstalled CCC and all drivers
3. played with overclock settings a little bit, but zero change so i dont think it has to do with that
4. CMOS reset

Other possibliities that I do not think are the problem
4. temps stay pretty well below 35C
5. on task manager cpu only appears to be used up to around 28%
6. Lots of RAM, 18 GB ddr3
7. HDD space seems fine, I have 3 drives on this system with plenty of room (same setup when graphics ran smoothly)

I am still pretty convinced it has to do with the GPU, but i'm not really sure what to do at this point, any other possibilities?

update: also checked power settings, nothing has changed since I got this pc

Won't my windows update back to how it is now anyway?

yes it will come back to how it is, but without the bad files :) you know what im saying, Even if my PC starts to feel slow, i reinstall windows, then its starts running fast like it was brand new.

Reinstalling cleans everything, so you dont have extra files :)

I reinstall windows Every year :)
