CPU speed keeps changing rapidly

Hello,

My CPU speed is changing from 0.86GHz to almost 2.38GHz in a matter of seconds. All I am doing is browsing the internet to find a solution so i dont know why it is doing this. It is usually always at 2.40 GHz. This problem started yesterday. I got a virus so i reset my laptop. It was basically brand new and so when I went to install the items I needed, it was being slow and then fast,then slow, then fast. I reset the laptop once again so see if there was an issue with the reset. The problem continued on. I have a i7 5500U CPU@ 2.40GHz. I have 8.00GB of ram. I have a 64 bit processor. My laptop has windows 10 installed on it. I have a Nvidia 920M graphics card:with 4GB.

My computer does not get heated up. It is very cool so I know it isn't the temperature of my laptop.

If anyone can please help, that would be very generous.

 
It's normal for the CPU to run at a lower frequency when not very busy; it takes micro-seconds to speed up to full frequency when the need arises. As an example, my i5-4590 runs at .8 GHz most of the time, but it runs up to it's ratted speed if I do something that requires more power. Forcing a laptop CPU to always run at full speed isn't recommended unless you rarely need to run it on battery power.
