Well, the 4600 is too old. So I would get a new GPU, a R7 265/370 or R9 270 are good choices, although even a R7 260X or 260 would run it at low-medium settings. ARK is more favorable towards AMD (or perhaps DX12 is but that's another thread) so I wouldn't recommend a GeForce card. I also would suggest upgrading to Windows 10, since ARK: Survival Evolved supports DX12 (exclusively Windows 10) and for AMD cards at least there was a significant (20-30% if I recall) improvement from DX11 to DX12 at that game.
