New Build Problems

So I have a new build that just won't run.

Current Components:
Case: Cooler Master HAF 932
Motherboard: Asus Crosshair V Formula-Z
CPU: AMD FX 9370
CPU Cooler: Corsair h100I gtx extreme
RAM: G.skill Ripjaws X 2133mhz
PSU: EVGA Supernova 1000w platinum
Graphics Card: Radeon R9 390x
SSD: Samsung 500gb
I'm using an Asus cd reader

So I put all these together and kept getting Q codes 66, 62, 99 and finally I got a glimpse of the monitor I had hooked up and it said cpu fan error. So I pulled my cpu and cooler off and put in my old AMD Phenom II and its stock cooler. My build booted up first try. Well I got everything installed and ran all the discs my components came with. So everything running fine I then go back into Bios and change the fan monitor speed and disable it, I read that this could fix the Corsair cooler and actually let it go into Bios. Well it didn't. Now its back to square one, but I know that either my Cooler is bad or my PSU just isn't enough. Ideas?

Solution
Maybe just the cooler. The 9370 is 220w cpu and will heatup much much faster than the phenom, so it's likely just hitting its thermal limit faster.

With my old CPU and cooler I got everything up and running just fine. I updated the bios using the flashback and then I put in the disc that was given with the Motherboard. So I've narrowed it down to either the CPU, the Corsair Cooler, or the PSU not having enough juice. Through the research I've done I doubt it's the PSU. When I turn on with the new cpu and cooler plugged in it'll run for 5 to 6 seconds but then give me FF. But the monitor isn't giving me any errors, I believe it could be the system shutting down due to the cpu overheating cause if I do consecutive starts back to back the time gets shorter each time.
I'm not really worried about the Q codes I get at this point because the system runs with the other CPU, it's either the Liquid cooler or the CPU.

Alright, so I put the old cpu in with the liquid cooler. I was able to get into bios without it shutting off but I watched the cpu temp steadily climb to 60c before I turned the system off. I guess maybe it's both the cpu and cooler that are dead. What do you think?
