Keyboard and Mouse only receive power during system post?

I'm seeing a weird problem this morning - my computer was working without any issues for 20 +/- minutes after the installation of a new graphics card and power supply (EVGA GeForce GTX 970 and EVGA 850 B2 power supply). No problems with the keyboard or mouse during this time, and the 3DMark scores were looking great. After my final reboot following driver updates for the video card, I saw the following behavior:

1. Mouse and keyboard lights would only light up when the system posted. After posting, mouse and keyboard would no longer light up - this applied to the laser on the bottom of the mouse as well which seemed strange to me, since I could usually swipe it around on a surface in the past to get the laser to light up, indicating that power was being received. Pressing NUMLOCK does not result in the Num Lock indicator lighting up either.

2. The system itself boots to the Windows login screen, and the system appears to be running. The system time is incrementing on the login screen so I assume that Windows is just sitting there, lonely, waiting for me to tell it what to do.

I've tested multiple keyboards and mice against other running systems and they are working. The configuration of the system didn't change (hard configuration anyways, I'm unable to confirm software changes) during the reboot.

Has my computer achieved sentience, and decided to disable all methods of input since it's tired of the things I've asked it to do over the years? Is my computer really willing to go this far to keep me from finally playing Fallout 4? Or has it become jealous of the time I've started spending with the other devices? How can I tell my computer that it's still #1 for gaming in the house and I NEED IT?

Are you sure your BIOS is up to date? Are your drivers, namely being your chipset, up to date? Can you get into BIOS with your illusive keyboard and mouse setup to verify it is indeed something fishy with your system? Can you please pass on your full systems specs alongside your OS? I'm assuming Windows 10, if so then try reverting to your previous GPU drivers using Display Driver Uninstaller, a system restore prior to this issue cropping up or a repair install and see if the issue is averted.
