PC Shuts down under load, won't turn back on again for several minutes

So I built an ITX rig for my sister that's been acting up lately. It worked fine for several months, then it would start shutting down during LoL games. It wouldn't turn back on for several minutes, and attempting to jump back into gaming would cause it to quickly shut down again. I figured it was a thermal problem, so I had her blast out any dust with compressed air. Well that didn't fix it, and now, even when I've got the case totally open, the computer will crash under load.

I guess my question is, does the fact that it shuts down and then won't boot up again for a while point directly to the PSU as the issue? Or does the motherboard have the capability to deny startup if it's still feeling too hot?
