How do I re-install drivers for the ASUS Radeon HD 5450

Okay, I know, old legacy card, but it was what I was able to get at the time, and it works. I recently tried overclocking the card with the AMD Settings application, in Global Overdrive. The OC runs at startup, so I know I need to enter safe mode to reinstall the drivers, but I don't know where I need to go to be able to do it. The clock kicks in and then my display gets a lot of artifacts loading across the whole screen, it will go black, reload, and then artifacts appear again, do this a few times, and then bluescreen. (The card has been tested in another desktop, and it works fine, but I cannot get anything downloaded to that desktop because the NIC on it is bad.)

First, you don't load drivers in safe mode. Do that at the Windows desktop in regular mode.
Second, you apparently have a bad OC if you are getting artifacts. A card of that class is generally not designed for OC'ing.

If you want to uninstall the current driver for some reason, you can do it from device manager or control panel/programs. Then you can install the new driver.

Another way is to use DDU from safe mode to uninstall the driver and all its remnants that sometimes get left behind. http://www.majorgeeks.com/files/details/display_driver_uninstaller.html
