Help! Can't boot from a USB drive or a DVD

First of all, I am not even sure if this is the right category for my problem, so if it isn't, I will post somewhere else instead.

I have an HP Proliant ML350 G4p server. I got it for free and I am trying to install Ubuntu Server over the Windows Server 2003 that is already on there, to make a home server. I made a bootable DVD and I also used a flash drive with Kali Linux already installed, just to see if it would work. I changed the boot order so that the CDROM and USB drives were first, but when it restarted, it said that it looked for the CDROM (I don't think it said anything about the USB drive) and then it booted to Windows Server 2003 without any error messages. Even when I took out the DVD or the flash drive and left the other one, the same thing happened. I could send pictures if anyone wants them. Any help would be greatly appreciated.

Are you sure the system comes with a DVD drive?

Most of them only came with a CD-Rom drive which will not read the DVD.

Have you tested the DVD in another system to see if it boots?

When it boots, it says:

Attempting to boot from CDROM
Attempting to boot from Hard Drive C:

I initially thought that it tried to boot from a flash drive, but it didn't. Maybe it is too old to boot from flash drives. I don't think that the DVD will work in the CDROM, so what are my options to install another operating system?
