Is reboot loop occurring when the motherboard can't find the cpu ?

Hello, I have recently built my pc with every component nessesary except the cpu, they're out of stock on NCIX. So basically, what happen is that when i pressed the power button; fans, gpu and mobo are lightings up for 3-4 sec then turn off. Is the mobo just trying to find the cpu and can't found it then shutdown and reboot or is it the mobo problem ? My mobo is GIGABYTE z170x gaming 5. And one more thing: is it safe to put in the cpu with all the cable plug in to the mobo but psu switch OFF and power cord unplug or i have to unplug all, put the cpu in and replug everything back ?
From now until i got my cpu, do i need to unplug my mobo and every cable and gpu cause a friend said that it's not safe to leave my pc missing the cpu with the mobo connecting to everything cause it will fry my pc even though i just power the system on like 3-4 time just to test it out and right now, i dont even plug my psu plug to the wall. Is it true what my friend said ?

Not much happens when you don't have CPU installed, no brains, something like a politician !!!
You can have everything connected but power. Don't even think of putting any components in with power connected.
