GTA V and Fallout 4 60 FPS Problem, can only play on 30 fps

So i was playing GTA V when suddenly it started crashing i don't know what i did but earlier it said "bios has resetted" then i was chosen to pick to reset ti to optimized and i did.

after that i went to play some GTA Online then i crashed when i put my V-Sync at on and i don't crash when i put it on Half which means it will cap the FPS to 30 which is annoying and painful its like your playing a stop motion game.

after that i went to play some Fallout 4 and i remembered that i had the same problem its very annoying the only way to fix it is to go to nvidia control panel and force it to adaptive half refresh rate, i don't like 30 fps i like it 60 .

i don't know what causes this but it annoys me very much, i want to play on 60 fps instead of 30.
