AMD R9 390 GPU core clock issues. Low clock speed and low fps.

Hello, I recently bought a r9 390 on black friday and I've been having some issues with it. Mostly in fallout 4. I've been getting some pretty bad fps in certain spots in the game so I decided to monitor my clock speeds and temperatures. When I have 60 fps my clock speeds seem to adjust themselves fine (http://puu.sh/m6TSf/69ef14fe8f.jpg), but when I look at certain objects my fps and clock speeds drop quite a bit (http://puu.sh/m6U0m/b374c30b29.jpg).

I wasn't sure if this was an issue with the card or fallout itself so I downloaded the MSI Gaming App to try and fix my clock speeds. The gaming app seemed to fix my clock speed and fps (http://puu.sh/m6UqP/c6a54328b4.jpg), but unfortunately the clock speeds never dropped below 1040 MHz even on my desktop. With the card never down clocking in low intensity areas my card ended up reaching over 85 degrees Celsius after a few hours of play.

Could someone please help me fix either my clock speeds dropping in certain areas (without gaming app) or my clock speeds never down clocking (with gaming app). Any help is greatly appreciated.

the gaming app has profiles, set to silent mode when not gaming and light usage

Thanks, I tried installing the catalyst drivers and it seemed to fix my issue. Hopefully AMD will fix the crimson drivers soon.
