Getting lower FPS than other people with the same build?

I just bought witcher 3 during the steam sale and was experiencing suprisingly low framrate compared to other benchmark tests I saw. Here are my specs:
CPU: Intel Core i5-4690K Devil's Canyon Quad-Core 3.5 GHz
GPU: MSI GeForce GTX 970
Motherboard: GIGABYTE G1 Gaming GA-B85M-Gaming 3
RAM: (I have 2 of these installed) G.SKILL NS Series 4GB 240-Pin DDR3
I am thinking that it might be the motherboard causing the problem. I am not very tech savy so I do not know if the motherboard is bottlenecking the gpu or something like that. Any help at all is appreciated. Thanks.

I am running the game at high at 1920x1080 and I am getting about 45 fps average. On medium with the same resolution I am still getting about 50 fps average. I also have a second monitor thats not doing anything while playing.

Nothing except steam. I also have a second monitor if that makes a difference, but its not in use.

Do you expirience low FPS with other games aswell?

No, the only other game I own that I cannot run at constant 60 at high or ultra is GTA V.
